The foundation of the administrative divisions were established by Peter the Great's decree on 18th od December 1708. First, the governorates (gubernjas) were not divided into districts (uyezds). in 1710-1713 they were divided into dolas ( Ru. доля, Ger. Landratsamt). Another reform, so called the second reform of Peter the Great, following a decree of 29th of May 1719, waived the dolas, while the governorates were divided into provinces and consequently districts. In 1727, the districts were abolished, while governorates and provinces were divided into districts (uyezds). On the 7th of November 1775, Catherine the Great decreed an administrative division reform dividing the state into governorates-vicegerencies-circles operating as governorates. The units were divided into districts (uyezds). Some vast governorates were divided into circes (oblasti), which comprised an intermediary level between a vicegerency and district. The decree by Pawel I Romanov, on 12th of December 1796 abolished vicegerencies.
Zasadniczy system podziału na gubernie został zapoczątkowany dekretem Piotra I z 18 grudnia 1708 r. W pierwszym okresie gubernie nie dzieliły się na powiaty (ujezdy). W latach 1710-1713 zostały podzielone na dole landrackie (доля). Kolejna reforma, tzw. druga reforma Piotra I, na podstawie ukazu z 29 maja 1719 roku, zniosła dole landrackie, gubernie zostały podzielone na prowincje, zaś prowincje na dystrykty. W 1727 roku zostały zniesione dystrykty, a gubernie i prowincje podzielone na powiaty (ujezdy). 7 listopada 1775 r. Katarzyna II wydała dekret o reformie administracyjnej państwa wprowadzając system podziału na gubernie-namiestnictwa-obwody na prawach guberni. W ramach tych jednostek funkcjonowały powiaty (ujezdy). Niektóre rozległe namiestnictwa dzielone były na zwykłe obwody (obłasti), które tworzyły szczebel pośredni między namiestnictwem (lub gubernią) i powiatem (ujezdem). Ukaz Pawła I z 12 grudnia 1796 r. zamienił namiestnictwa, pozostawiając gubernie i obwody na prawach guberni.
